The Civil Hall of Ryoko Owari Toshi was located in the Old Section of the Noble Quarter. It was a three stories tall buidling with a sterile and impersonal garden. There the city governor held court, listened to complaints, adjudicated, legislated, proclaimed his decrees and generally tinkered with the structure of his polis. Usually a functionary granted leave by the Governor spoke on his behalf.
