- The Council of the Scenario Clan was one body in the leadership of SC. The council members were [SC]ottc32020, [SC]RedFlame, and [SC]General Johnson. This leadership is an oligarchy. The power of the Council was legitimized following the passage of the Constitution. It was succeeded by administrators.
- Among its members were Councillors Dillard, Hamann, West, Grace and Tuchman (possibly another name for Councillor Grace). It made the final decisions governing the running of Zion, to whom Commander Lock answered directly.
- The Council is one of the main factions in the City of Heroes universe. It is a paramilitary force with a vast web of resources, an army of superhuman soldiers, legions of killer automatons and an extraterrestrial alliance. Despite their regular use of conventional weapons, the Council is able to keep under its control whole zones by itself and should not be underestimated. This villain group is present in City of Heroes in force, being found in many zones in Paragon City, mostly between levels 10 and 40. They can be found in City of Villains in much lesser numbers, due to their feud with the ruling power in the Rogue Isles, Arachnos.
- During the era of Kain's Empire, Kain raised six Sarafan Inquisitors from the dead to help oversee the land he controlled. The six were Melchiah, Zephon, Rahab, Dumah, Turel, and Raziel. Kain would evolve and the lieuntenants would follow. But one day, one lieutenant, Raziel, evolved past Kain, growing wings. Kain tore the bones from Raziel's wings and cast him to burn forever in the Abyss. The Elder God "saved" Raziel and sent him after Kain as his personal assassin, reaping the souls of vampires to put them back into the "Wheel of Fate".

- Taylor encountered an ape society governed by a formal power structure including a Minister for Science, a Deputy Minister of Justice, a Commissioner for Animal Affairs and a President of the Assembly, though no further details are revealed. Soon afterwards, Brent hears General Ursus address the "members of the Citizens' Council" flanked by Dr. Zaius and a religious minister. The Council is assembled in an outdoor amphitheatre and consists of gorilla, orangutan and chimpanzee factions.
- Kian Alvane notes that the soldiers outside the Council Room within the Sixth Circle in Sadir "are charged with the protection of the Six, and of the Council." It can be presumed that the Council are an immediately subordinate rank to the Six, and that they number 36 (6 x 6) as there are that many empty chairs in the Council Room. Their seats are empty during Kian's audience with the Azadi empresses, and this may either indicate that the Council are only present for matters of deliberation (and Kian's mission had been decided upon previously), or that their role is purely ceremonial; the remains of a more democratic age.ru:Совет
- County Councils manage, control and administrate County resources. This includes, but is not limited to the passage of County Law and matters of Justice, mining, inter/intra county trade, and County specific Diplomacy. Counties have no authority to initiate treaties that affect or obligate all of England or other counties. The Council is elected every 60 days.
- The Council guided the Yodotai Empire from the capital Octavion when there was not a Yodotai Emperor. The Yodotai leader during a Great Crusade was known as Yodotai Warlord, and he led the army far from the capital. The Council became the effective rulers of their guide Empire but their commands could be overridden by the Warlord. The Council were involved in many military areas, as command the scouts that scoured the world gathering information from other Empires or Kingdoms, which would became future targets of the expansionistic Empire.
- The Council decided matters for the community, and consisted of the five members who had been with the group longest. Upon the death of a Council member, another survivor would take their place. The Council was lead by a Chairman, which would change hands routinely.
- The Council is a leading body in Daventry made up of the King and his most trusted advisors, officials and others. Usually called when Daventry faces danger. Sometimes outside experts may be called in to give their own voiced opinions. When the king is away the Seneschel is in charge of the council. Rosella was also once a member of the Council when duty required her to save the kingdom (there were no other royal members to represent, and she had also helped cause the problems). The Council often meets in the council chambers, and sometimes in the Great Hall.

- The Council of Valdemar is an advisory and legislative body for the Monarch. It is sometimes referred to as the Privy Council or the Grand Council. Each district of the kingdom has a Speaker with a seat on the Council. While these are generally nobles living in that district, that is not always the case. A seat may be filled by a town mayor or a Master tradesman.
