Joer Varc was a male Cardassian who lived in the 24th century. Unusually for a Cardassian, Varc possessed blond hair. In the 2340s and 2350s, Varc was an operative of the Obsidian Order. In 2347, Varc began an undercover assignment as a Glinn in the Cardassian Guard known as Kieng. He captured Ro Gale and interrogated him for information on the number of Bajorans giving up their d'jarra castes. Ro also revealed that the Bajoran Resistance was gaining strength in the region he lived in and provided Varc with several names. Varc had Ro Laren brought to see her father's interrogation, making Ro much more compliant as he was concerned for his daughter's safety. Ro Gale died during his interrogation by Varc, who later reported his findings to Limor Prang and was assigned to the border colonies.
