Construction of the class was authorized in mid-2288 and the first ships of the class were commissioned probably ca. 2291 or 2292. (Jackill's Starfleet Reference Manual: Ships of the Fleet, vol. 3) The design of the Leavenworth class was derived from the Excelsior-class heavy cruisers. The secondary hull was replaced by a small engineering section contained within an elongated hemisphere attached to the primary hull. The warp nacelles were positioned downward and mounted directly to the primary hull. An elongated aft section containing the shuttlebay was positioned below the impulse engines. The primary role of Leavenworth-class frigates was to transport troops and attack fighters into battle. Two full wings of fighters were embarked. Standard crew complement was 533 officers and crew plus 112 surface action specialists. Ships of the Leavenworth class carried three phaser cannons units mounted on short pylons above the primary hull, 10 phaser banks, 5 on the dorsal side of the primary hull, 5 on the ventral side. and two photon torpedo bays attached to the primary hull. The USS Larned is a Leavenworth-class ship. (USS Baldwin: "Determined Warrior")
