Kirk ordered the USS Enterprise on a direct course to Rator III, at the request of Carter Winston, who urged the survival of the planet's entire population was dependent on the Enterprise's soonest possible arrival. According to the imposter Kirk, this course was the shortest route to the planet; however, the Enterprise would be traveling through the Romulan Neutral Zone. In reality, Carter Winston was the previous identity of the Vendorian, who was working as part of a Romulan ruse to seize the Enterprise. (TAS: "The Survivor") This planet was only mentioned in dialogue. According to Star Trek: Star Charts (pp. 61, 62, & 66; "United Federation of Planets I") and Stellar Cartography: The Starfleet Reference Library ("Federation Historical Highlights, 2161-2385"), the Rator system was located in the Beta Quadrant. This was a binary system with a pair of K-class stars. According to a map of the Romulan Empire – prepared by the Stellar Archivist Lsel Essik, from the Romulan Master Data Catalog, in 2366 – Rator was identified as a Romulan system. In Star Trek Online, a new capital for the Romulan Star Empire was established on Rator III following Romulus' destruction in 2387.
