SWAT HQs are buildings in Tropico 4: Modern Times that take the place of armories. SWAT personnel act as a hybrid of soldiers and policemen, reducing crime and liberty in a radius around the building. SWAT members are more effective in combat than regular soldiers. Strangely, SWAT members count towards having a sufficient army, but not towards having more soldiers than rebels as far as the militarists are concerned. A SWAT HQ is required to initiate a police state on the island.
