| - The Council of Princes is the official council of the seventeen Dragaeran Houses. It is composed of the seventeen Heirs of each House. There is likely oversight from the Lyorn and/or Issola as regards protocol. It may be that if the Heir is unable to attend, a Deputy can be assigned to stand in for the Heir at the council. It is up to the Council of Princes to determine when the Cycle has changed, and to confirm each new Emperor. They also determine the Imperial Allotment, which is presumably the portion of the Imperial budget which is granted to the Emperor in his own self.
- The Council of Princes (Ele Arandur in Elvish) was the oligarchical ruling body of Tir Tairngire from the state's foundation in 2035 until the democratic reforms of the late 2060s. The council maintained eleven seats and its members were known as "princes", regardless of gender. At the head of the council sat the High Prince (Se'har Maera), who was elected from the council to serve a life term. A High Prince reserved the right to step down, but would lose a seat on the council.

At the head of the council sat the High Prince (Se'har Maera), who was elected from the council to serve a life term. A High Prince reserved the right to step down, but would lose a seat on the council. If a seat became vacant, candidates of the royal standing were nominated and voted upon by seated members. The process was not entirely democratic, as the High Prince maintained a vote worth five, but was unable to nominate a candidate.
