However, those were considered de facto awardings since an Imperial edict had proclaimed that only the Galactic Emperor could grant it. Thus, those awarded it after the Emperor's death were not considered legal recipients of it under the law of the Imperial Remnant, the Empire's successor state. During the splintering of the Empire in the Imperial Civil War, some rogue warlords gave out the decoration to themselves or their subordinates. However, those awards had no basis in Imperial law and were revoked by both the loyalist regime on Coruscant, and later by the Remnant. After the signing of the Pellaeon–Gavrisom Treaty which ended the Galactic Civil War, the Supreme Commander of the Imperial Fleet, Grand Admiral Gilad Pellaeon, created a "Order of Palpatine Recipients Association" to connect the recipients of the medal with the Imperial Remnant and provide those recipients that were in retirement with benefits. It was briefly revived by the reborn Emperor Palpatine in 10 ABY, who awarded the Lord's Order it to General Alix Balan, the former warlord who commanded Imperial forces in retaking Coruscant. The Remnant considered that a legitimate awarding.
