On the day of Windows Me's release, one paid critic said that using Windows Me is a horrible piece of shit, and using it is the opposite of a great experience. Bill Gates originally wanted to release Windows Me as Windows 2000 Bill Edition, but he decided that Windows Me would be better, because then he could say "You have to worship Me!". It is the only operating system in the world known to have been coded by a 2-year old toddler randomly smashing on the keyboard with a toy truck, and the only OS that inspired a Japanese manga internet meme: ME-Tan, also know as "that dumbshit".

Jako jsou Windows 2000 určeny na práci a nasazení ve firmách, Windows ME se zaměřují na domácí uživatele. Windows ME přebírají nový vzhled z Windows 2000. Mají vylepšenou stabilitu, ovšem bezpečnosti jádra Windows NT se rovnat nemohou. Vylepšeno bylo i spouštění systému – informace a funkce, které jsou ve Windows 95/98 načítány ze souborů AUTOEXEC.BAT a CONFIG.SYS, byly přesunuty do jádra systému a byl zakázán reálný režim MS-DOSu, díky čemuž by se Windows ME měly spouštět rychleji. Kromě vzhledu přebírají Windows ME z Windows 2000 i některé nové funkce jako Universal Plug-and-play, Ochrana systémových souborů či Automatické aktualizace (a mimo jiné také standardně obsahují ovladače pro USB Mass storage zařízení). Pro zpříjemnění uživatelského rozhraní obsahují navíc (oproti Windows 2000) některé další aplikace či funkce (Internet Explorer 5.5, Windows Media Player 7, Windows Movie Maker, Komprimované složky…), bylo uděláno grafické rozhraní pro ScanDisk (oproti textovému rozhraní ScanDisku ve Windows 95/98), a také obsahují novou funkci System Restore – obnovení předchozího nastavení v případě havárie systému.
