WHEREAS The founders of this country who had chosen for it's national flag a design that would change with the entry of every new state could not have predicted the stagering amount it eventualy gained; and WhEREAS the 18th congress found it agreable to change the original pattern when it was found that the adoption of further stripes made the flag ungainly; and WhEREAS a permanent and clear pattern would be desirable to consistently represent the nation.
