The title of Despot of the Romans was created by Romanos I Anemas, the first King of Nicaea, as a manner to state his legitimate claim to the vacant Roman imperial throne, despite the fact that he could simply proclaim the Empire restored and himself as its Emperor. It was based on the title of Despot, once used and granted by the Byzantine/Roman emperors during the late period of the Empire. This title was the highest in the order of precedence amongst all titles held by the Nicaean monarch, including that of Co-Regent of Constantinople.
