Could It Be was the Maltese entry at the Eurovision Song Contest 1991 in Rome performed by Georgina Abela & Paul Giordimaina. The country was returning after a 16-year absence, given the chance to compete when the Netherlands dropped out to observe their national Remembrance Day. The EBU told the Maltese broadcaster that they would only be in for 1 year unless another country dropped out in 1992, as they were still reluctant to relax the rule to allow more than 22 entries to be showcased in the contest.
