They are Admin Tools Wiki:Requests for rights/Kjam and Admin Tools Wiki:Requests for rights/Kjam/2. In the second, the user claims to be a bureaucrat on Lufia Wiki, which is borne out by this logged adoption 05:27, September 21, 2010 (UTC). I am concerned about this user's continued passive-aggressive refusal to follow our established protocols, but I haven't wanted to comment on the drafts because it's usually poor form to do so on English Wikipedia. I have been more open about my concerns about User:Duhwayne because at least that one was officially transcluded. While we wait for their next moves, are there any suggestions other than waiting? Thanks!

I would specifically ask him why he deos not follow policy and why he thinks by not following policy he will get admin rights.
