Internet crime is caused by lots of home Internet Access or Technology, small or under-funded Intelligence Services, and a high rates of Crime, especially if Organised Crime families are known to operate in the nation. Increased funding for intelligence or fixing the overall crime problem would help stop internet criminals as well, but the situation can also be dealt with by enacting Internet Censorship or issuing an Internet Tax.
