Doctor Phan was a Confederate scientist who worked at the Orna III science facility, experimenting on psychically gifted humans. Secretly though, he dispised the experiments, and saw them as brutal. Sarah Kerrigan and Jim Raynor raided the facility in 2500, and liberated Doctor Elizabeth Martin, who also had the same thoughts on the experiments as Doctor Phan. Using his name as leverage, they rescued her and the prisoners from the facility before destroying it.
