Upon retirement from active military service, Tay was appointed to the position of CEO, Infocomm Development Authority Of Singapore on 19 November 2007. He relinquished the position of CEO on 10 June 2013 and was appointed to the position of CEO, National Environment Agency. Tay is married to Leah Teo and they have two sons, Reuben and Benjamin.
