Violence was prohibited on the planet, and its inhabitants would deport anyone who committed a violent act, or even those who may have had violent tendencies. Klingons were unwelcome on Morning Garden. The Gathering of Advisors was the ruling body of the planet, and, at one time, considered membership in the Affiliation of Outer Free Worlds, an interstellar/inter-species union based in the Triangle. Nonetheless, both the Federation and neighboring Orions attempted to also win favor with Morning Garden. The Gathering of Advisors eventually agreed in principle to trade with the Affiliation, as well as enter into mutual protection treaties; however, the Advisors were equally known to take their time in coming to a decision, thus full membership in the Affiliation was not forthcoming.
