Before the Azadi occupation Tower Square was also the site of the now-destroyed Temple of the Balance and a large marketplace. Also, unbeknownst to most, it is immediately above the Dream Chamber, which has a representation of the Azadi Tower inscribed on its outer wall. Perhaps the ancient inhabitants of the Underground Caverns intended for such a tower to be built on that site. Indeed, the Sentinel considered it to be their most holy place, although that may have had more to do with their temple and its Murals of the Balance.
