This award was initiated after the formation of the Confederacy, approximately 2000 years ago. It is presented for "extremely conspicuous gallantry and intrepidity at the risk of life and limb, far above and beyond the call of duty." At the time of its inception, it was intended to be the highest honor the Confederacy could bestow upon members of its military. Any member of the Confederate Defence Force can be awarded this medal, so long as they fit the stated qualification. The Confederate President always awarded this award.

- Often referred to simple as "the Star", the medal was awarded to "a servicebeing who performs an action of gallantry, in the face of the enemy, at the risk of death, above and beyond the call of duty, not meeting the criteria of Hero of the Golden Empire". The Cross of Keltrayu and the Star of Valor required the same degree of gallantry, but the Cross was the higher award, as it required the recipient to have intentionally sacrificed his life to protect others.

The medal was an eight-pointed silver star, suspended from a silver and purple ribbon. It was typically awarded by a Legate or a very senior officer, such as a Royal Navy Captain or an Army or Starfighter Corps Colonel. In awarding the seventeen Stars of Valor earned at the Battle of Shest Minor, Breek Zagrev insisted on personally presenting them all rather than delegating the task to another officer.
