The unnamed Bin Man, on his collection round, overheard a conversation between Ken Barlow and Curly Watts when the former reminded newly-elected Councillor Watts of his election pledge that Weatherfield residents wouldn't have to bring their large wheelie-bins into the street themselves for collection. Curly assured him that he would do everything he could to ensure that the pledge would be kept, upon which the affronted bin man and his colleagues took it upon themselves not to collect Curly's refuse. He complained that it was victimisation but was firmly told that it was justice.
