The Yellow Springs require a vast amount of Jade and relics to keep operating, so much so that using the souls of the Chinese dead to manufacture white jade is not feasible. The Yellow Springs relies on a policy of institutionalized racism to maintain its economy: Chinese wraiths are protected by the government of the Yellow Springs, but the government has also conquered Korea, Japan, Vietnam and other Asian countries and uses their souls to manufacture white jade.

The level of pacification of the various territories varies. Most of southeast Asia submits; however, Japan is in perpetual revolt (the latest being during World War II), and much of the Emperor's military might is focused purely on pacification.
