If he did suffer an accident to sustain his memory loss, it can relate to the drought somehow. But perhaps a dark(-ish) version of Forrest Gump? He (the character) wouldn't be very intelligent, but if you give him something to do he'll get it done to the letter, and most likely the subtext too. As for his creation, I would imagine he would have been a real person, but somehow he ended up in a mysterious research project, which is all he knows of his life (which would be rediscovered through flashbacks and clues), and that his sudden appearance would be some sort of teleporter test gone awry. I would imagine he would stumble across Dancus or vice-versa, and the two would form a relationship - Dancus fascinated at the workings of character X, whilst X would... erm...
