| - In recent years, both the defense and intelligence communities have engaged the venture capital community to identify and rapidly develop emerging technologies to meet national security objectives. Although the partnerships were built on different models and budgetary sizes, the main goal was to bring to the defense communities the newest and most innovative technologies. This paper assesses five government-venture capital community partnerships, their successes, challenges, and recommendations for improvement. Preliminary technology successes are encouraging, but more effective success measures should be incorporated into the programs. Technology insertion and deployment processes are still in development. However, the processes are currently being improved to provide a reliable technology acquisition pipeline for the defense and intelligence communities. Although the government-backed equity-fund programs are highly controversial, stringent public accountability and transparency will help to alleviate the fears of government intervention in the technology market.
