It is stationed in orbit around our Earth, which it is close enough to provide quick travel from the station to the planet's surface and vice-versa while far enough away to keep the population from discovering its existance. It is also a city and home to the Federation high council and the main fleet, a large mass of space cruisers from different universes that can easily outbest our's planet entire military force combined in both size, numbers, and firepower. It was originally the holy city of the Covenant but was repurposed since the Federation's formation. Politically, High Charity is rivaled only by the city of Soleanna from the Sonic the Hedgehog universe.
- The mushroom that is High Charity was hollowed out to make the Covenant "Hole-y City", complete with a theme park, a church, several fast food outlets, theatres, etc. -the perfect tourist attraction. Shame it was ruined the AIDS virus. The Flood evidently ruined High Charity's tourist appeal. No-one visited High Charity since the takeover, except Cortana, who Gravemind ended up having an affair with. Eww. The Flood's piloting skills were quite terrible, and they ended up crashing it into The Ark. The Flood simply left High Charity there, where it was forgotten about for several years.
- As large this crap is, High Charity served to store more ships which in turn saved more tiny ships which in turn are new idiots. This is part of the evil plan of the Prophet of Truth to build the set of Russian dolls that would be the greatest size in the universe. Other theories are that High Charity tried to serve as the final hope of the universe to destroy Murica once for all. Some people say that High Charity should be called the Death Star, since both spaceships were created by two retarded tyrants. Those who say that High Charity is a great piece of s@#@*&$*@$, they are so retarded because they haven't seen the weapon in question when it's firing and it looks like a mushroom with so many highlighted laser balls.
