Essentially, Attribute Down effects can be considered "damage" to a subscore of the target that is not HP (to which damage is normally applied). However, Attribute Down effects differ from HP damage in that they are proper status effects and can be removed (or wear off) as such. In contrast, reduced HP causes status effects (Wounded, Critical), but they have no effect independent of the lowered HP, nor can these effects be removed independent of regaining HP in order to regain HP - while dispelling status effects to all the other attributes will bring them back to their original values.
