After Sonic chased the evil Doctor Robotnik out of the zone that first time, the zone continued to build and years later, it had become a large city with immense skyscrapers.Twilight Towers is one particular apartment block that pulls in the most wealthy inhabitants and towers higher than most other buildings, giving a fantastic view of the surrounding mountains. (Rouge the Bat owned a luxury apartment in Twilight Towers until she the law caught up with her.) Many inhabitants are birds, though there are a sizeable number of other species. Under Starlight law, speciest comments are an indictable offence. Law is enforced by the Starlight Zone Police Department, which includes teams of highly-trained birds capable of infiltrating even the Zone's tallest structures. Military defence is provided by the Starlight Zone Air Corps and High-Range Flying Group. After the Robotnik War broke out, the police attempted to captured the criminal Rouge but she escaped after the police collided with a snatch team of Hill Top Zone Household Keepers. Shortly after this, the Air Corps and Flying Group fought off Buzzer Uberniks before they could blitz the city.
