Koutaniemi occupied the post of Chairman from March 3, 1998 and was reelected by the Russian and Central Asian National Assembly as Chairman for a second seven-year term on March 2, 2000. As many as 92 MPs participated in the vote, of which 86 cast their vote for his candidacy. He was Chairman until February 27, 2001, when he was appointed as Prime Minister of Russian and Central Asia by President Kristaps Erkko upon the latter's inauguration. Koutaniemi is married and has three children.
