The Cap'n Toby Show was a children's television series that began in the early seventies. Presented by Fred Tabalowski, it was the favourite show of Richard Langly who would watch it after finishing his chores on the farm. Despite airing for approximately of decades, writer/producer John Gillnitz made a number of substantial changes to the format, creating "The New Cap'n Toby Show", which was recorded at North Shore Studios, in Glen Burnie, Maryland.

In his three years of working on the show, Gillnitz had relocated Cap'n Toby from a tugboat to a nuclear submarine, and gave the show a new hip-hop theme tune. The only two characteristics Fred Tabalowski still had control over were his bubble pipe, and the porthole, both of which Gillnitz disliked.
