Synopsis
| - The Black Terror has arrived in Washington DC, where he continues to reflect on what he's about to do, the war he's about to start. He recalls his argument with the Green Lama, as well as a time in 1950 when he and Kid Terror protected the president from would-be assassins. As he approaches the White House , Terror also reflects on how the nation and the office of the presidency has changed over the sixty years he spent in Pandora's Urn.
Battling the security forces, Terror realizes he'll never make it to the Oval Office on the ground. Spotting helicopters flying overhead, Terror grabs a pair of anti-tank guns from the soldiers and fires them straight into the ground, launching himself skyward. He grabs a whirling helicopter blade to slingshot himself into a cloud of Police Corp troopers. His downward arc takes his straight toward the White House, which fires anti-aircraft missles from its roof. The missles burst against Black Terror with little effect; Terror crashes through an upper story window. After plowing through a squad of Secret Service agents, Black Terror is jumped by five red, white, and blue clad "Mystery Men", men he thought he'd come to the White House to rescue.
