The Virginia State Police was the law enforcement force for the nation-state of Virginia. While Virginia was a republic, it placed a lower premium on the personal freedoms of its citizens (especially Negroes) than some neighboring nations. Consequently, the State Police were allowed a wide latitude in the tactics it employed to protect national security, including setting up spot checkpoints to check the identities of citizens. Justin Monroe was swept up in such a checkpoint.
