The mutants are a group of humans who were grotesquely disfigured by the toxic radiation that affected the surface of the Earth after the nuclear war. They were sealed under the earth by the construction of Tokyo Millennium above them, being cast out by the Center, when they were forced to forever live out of the reach of the sunlight. According to the Elder, what the mutants most desire is not to be accepted, or reparation for the acts of the Center; the only thing they demand is to be able to see the sun again, along with the rebirth of the city of Tokyo, now buried and forgotten, just like them.
