In 1977, President Carter launched the President's Reorganization Plan (PRP) within the Office of Management and Budget. The Plan studied Federal acquisition, management, and use of information technology. The project identified the need to improve management of information technology so it could be used to reduce the cost of Government and to deveiop a total management concept to control all of the Government's information resources.
