The Declaration of Principles is a preamble which defines the mission of the Interstellar Alliance drafted by G'kar. The Drazi, along with others, refused to sign the Declaration of Principles on the grounds that they did not need to sign because they had always respected their neighbours. After the Drazi Freehold's complicity in the persistent Raider attacks on the Enphili Homeworld was brought to light, all parties agreed to sign the declaration, shortly before it was again rewritten by G'Kar.
