While he was the elected official of the planet, in 2182, the Andorians made first contact with the Deltans. The following decades were difficult for the Deltan people, but he is remembered for his leading his people through it. He then began being the voice of leading the planet to Federation membership. He also developed his peoples "Oath of celibacy", as well as revising the planets legal codes to correspond to the new level with an interstellar presence.
