One of the primary functions of Sa'ari lighters was to investigate shroud-crime, tracking down and apprehending those responsible as well as helping to bring about closure and healing to those who had survived it. During the time of Eldarch Bellinega T'Ledra, however, shroud-crime had become something of a rarity.
