Eclipse is an Open-Source IDE that will run Java (as default), C++, C#, and other languages. It is mainly intended as a Java development platform, so is optimized for its use. However, the C++ package is acceptable, if not as advanced as some of the other C++ IDE's. There is support for other languages; these are the few that I've used with Eclipse.
