The Dawnstar Pact, also known as the Covenant of the Five, was an ancient intergalactic alliance between the most advanced and powerful races of the galaxy, established in the centuries following 2,000,000 BBY. Built upon the foundation of cooperation and assurance of maintaining relative peace and order through the ever growing galaxy, the Dawnstar Pact was comprised of five species; the Celestials, the Kathol, the Xaxax, the Icarites and the Vhas'Ni. According to the Soulkeeper Epizon, the Celestials instigated the alliance as, not only a form of restraint against the conquering and warlike Vhas'Ni, who were nearing war against the Kathol due to their unchecked expansion, but also as an unspoken threat of retaliation by them.

According to the Soulkeeper Epizon, the Celestials instigated the alliance as, not only a form of restraint against the conquering and warlike Vhas'Ni, who were nearing war against the Kathol due to their unchecked expansion, but also as an unspoken threat of retaliation by them. Over time, as other species of the galaxy began to branch out into the galaxy, new races were eventually included as subservient members of the Covenant of the Five. The Celestials, for instance, had at least four subservient races; the Killiks, the Kwa, the Gree, and the Rakata, who were technologically enlightened by the Kwa. On the other hand, the Kathol had as many as ten subservient races, the Charr Ontee, the Krakai, the Maoi, the Segmi, the Ssamb, the Yapi, the Yimi, the Zizimaak and the Tesari. In contrast to both, the Xaxax possessed no subservient races, and remained fairly isolated from the vast majority of the then-galactic community. At some point prior to the establishment of the Rakatan Infinite Empire, the Dawnstar Pact had dissolved, and by the time the Rakatan had begun to seize control of the galaxy, only the Celestials stood in their way before achieving galactic dominance. Following the galaxy coming under Rakatan control, all five of the founding races of the Dawnstar Pact were believed to have fallen into extinction.
