In older times also the Lords or military Cánor of Calenardhon,Harondor, Umbar and the outer provinces or alleged tribal areas (Andrast, Drúwaith Iaur, Hairaverkien, Nan Lefnui) and occupied or tributary realms (Dor-Rhûnen,Enedhwaith, Haradwaith, Mordor, Near-Harad, Rhûn) had seats or at least advisory functions in the Council, but with the decline of the South Kingdom Gondor lost control over most of these former colonies and dependencies.
