The language of the proposed constitutional amendment would also prevent the legislature or judiciary from creating civil unions or domestic partnerships, stating: Only a marriage between one man and one woman shall be valid or recognized as a marriage in this Commonwealth, and neither the Commonwealth nor any of its political subdivisions shall create or recognize a legal status identical or substantially equivalent to that of marriage for unmarried individuals." [1] On 2006-06-06, the House of Representatives approved the amendment by a vote of 136-61.[2] As of June 2006, the amendment still needed approval from the Pennsylvania State Senate and approval by both the House of Representatives and the Senate in the next legislative session before it could go to a voter referendum.
