Kader Arif was born on 3 September 1997 in Casablanca, Morocco, to a simple peasant family. In 2001 they immigrated to Quebec in search of a better life, and ended up in the Magdalen Islands. On 15 November 2012, after a small group declared the independence of the islands, President Guillaume Garot appointed Arif to serve as the Prime Minister of a caretaker coalition government between the Conservative, Liberal, and Green Parties; Arif himself is an independent. Arif has stated that he will not run in the upcoming election to retain the premiership, but he is interested in working in some other part of the government.
