Richard Palmer (b. December 27th, 2542 - d. April 24th, 2617) was the first Vice-Chairman of the Fascist Authority Party and one of the core engineers, also known as the "Big Four", behind the founding of the Fascist Authority Party in 2587 with Albrecht Ewald. Following the death of Albrecht Ewald in 2600, Palmer was considered a serious candidate to assume the leadership of the party; however Richard Palmer was smeared with accusations that he was secretly involved in communist movements and despite Palmer denying such sympathies, he was still struck with these claims. Rival factions within the party, deceitful power motives, and the inability to elect a new Chairman eventually led to the implosion of the Fascist Authority Party on January 10th, 2600, only 6 days after Ewald's death.

Palmer, following the imposion, would not get involved in political affairs and remained in privacy for the rest of his years; nonetheless he would eventually in 2608 teach journalism at the University of Budenlar until 2612. On April 24th, 2617, Richard Palmer died at the age of 75.
