broly is the true legendary super saiyan as he was born a thousand years after the last with unprecedented powers unlike Goku. And the golden great ape isn't considered canon because GT isn't considered canon. Both Broly and the Golden Great Ape are considered non canon as they were not made by Akira Toriyama nor were they in the original manga. In canon terms, Goku is the Legendary Super Saiyan... but then those like Vegeta and even the half breeds like Gohan, Trunks, and Goten becomes Super Saiyans as well.

Elaborating more on what the above said, Goku was originally intended to be the Legendary Super Saiyan because the series was meant to end after the Frieza Saga. However of course the series ended up continuing and the Super Saiyan transformation became fairly common. Broly is indeed a non-canon character, but the Golden Great Ape first appeared during Vegeta's telling of the previous Legendary Super Saiyan in the Frieza Saga. Therefore the Golden Great Ape is canon, and was the Legendary Super Saiyan a thousand years in the past. Just one correction above made, the series was made to end at the end of the cell saga, not the freiza saga.
