Unlike "nature-based" magic, religiously based magic almost always involves requesting the intervention of a deity or deities to enact the desired effect. It is up to the deity in question whether or not to grant the request; the supplicant is, individually, powerless (though some might claim a personal divine gift, such as speaking in tongues).
