Although the ruling emperor and empress rarely leave the Citadel, and most important governmental decisions are made in the Citadel, the princes and magistrates commonly go to and from the Citadel via teleportation or other means. Although mostly it is hidden (submerged in water) and generally inaccessible (earning it the title of Forbidden Citadel), on certain occasions it rises forth from the depths to suspend in midair. It may even go elsewhere with nearly no limit to its maximum velocity despite its immense mass. It is large enough that many families may live easily in its central biosphere permanently.

It may even go elsewhere with nearly no limit to its maximum velocity despite its immense mass. It is large enough that many families may live easily in its central biosphere permanently. Despite its name, it serves little purpose as a fortress, because it isn't armed and the royal family, having control of the most powerful library of discovered and developed magic anywhere on Lorica, have little to fear from an invasion.
