The UNSC's stern hold on human colonies, resulting in unnecessary delays, tax increases and even questionable military actions propelled themselves into civil war. Though the Covenant's advance had seemingly stopped the rebels, they were not dead, merely going underground to hide from the xenophobic invaders. Sometimes these attempts succeeded - the Rubble was a prime example before it was destroyed - most of these attempts failed when the Covenant glassed the worlds. From the few surviving factions on the remaining human colonies, they conducted a guerrilla war against the UNSC using salvaged components from whatever they could find. Despite the low-quality nature of the components, these survivalists have proven that the most unlikely things can turn into something remarkable.

| - The UNSC's stern hold on human colonies, resulting in unnecessary delays, tax increases and even questionable military actions propelled themselves into civil war. The Habble-Forlorn Armor System Mark I, named in official government reports as the Type-R61 Assault Armor or by their users as the Surgeon, is one of these amazing creations. While the original suit was built in a small rebel outpost operating in the Tau Ceti System, the armor gained widespread notoriety following the war for its capabilities. It was seen as the answer to the SPARTAN Armor wielded by the UNSC's most advanced soldiers, the SPARTANs. It was, for rebel equipment, decently armored and advanced depending on the resources, but that was not the reason it was used. Using a combination of a convenient injection system, advanced circuits and an illegal (and dangerous) combination of drugs, it could give the operator increased strength, speed and reaction time that could far out-perform normal humans and, in groups, give even the UNSC's elite soldiers a run for their money. For such an effective system, it was widely coveted and craved, and soon became a status symbol for rebels.
