A U.S. commonwealth is any one of 27 federated commonwealths of the United States of America that share sovereignty with the federal government and those of their own various states. Because of this shared sovereignty, an American is a citizen both of the federal entity, the commonwealth and of his or her state of domicile. Commonwealth citizenship is flexible and no government approval is required to move between commonwealths (with the exception of convicts on parole).

Because of this shared sovereignty, an American is a citizen both of the federal entity, the commonwealth and of his or her state of domicile. Commonwealth citizenship is flexible and no government approval is required to move between commonwealths (with the exception of convicts on parole). Congress may admit new commonwealths on an equal footing with existing ones; however, a commonwealth can not be admitted without the prior admission of a new state. There can be no more than one Commonwealth per planet, and commonwealths cannon secede from the union. Each commonwealth is named for its planet of origin. The cradle world of humanity and to a lesser extent the United States, the Earth Commonwealth is the largest and most populous commonwealth in the United States. It is home to America's wealthiest cities as well as the Federal Capitol of Washington DC. Earth remains, like all human civilizations, the cultural hub of the United States' vast network of territories. Since the first off-Earth colonies on Mars began taking in settlers from Earth, the US population on the planet began to level off, hovering around 600 million people since the 2080's. This is partly due to the decline in birth rates on the planet, however it is also the result of the endless stream of cosmic pioneers seeking new opportunities on the colonial worlds.
