After learning that the Galactic Republic was reformed into the Galactic Empire, and the Confederacy was defeated, General Balan refused to surrender. He formed the Committee as a transitional government, intending to begin a new Republic, independent of the Empire, viewing it to be corrupt. The movement failed as the Imperial Army defeated Balan's forces and killed him months later. Days before he died, Balan announced the reformation of the Committee into the "New Republic".
