I cannot find any aspect of WP:MUSIC that this artist meets; I don't believe that what I saw meets #4 with respect to a "national concert tour". My understanding is that one can post one's own information on the CBC Radio3 site and that it is not editorially controlled, although I could be wrong since I didn't care to go through the process just to find out if I could. I suspect that this artist may be on the verge of notability -- I liked the music I heard, not that that matters -- but not quite yet.
