Ruggia was a rather undeveloped Kingdom centered around the port city of Gdansk, in OTL Poland. Ruggia was made up of several different peoples but they were all much closer than some of the other Kingdoms which were divided between ethnicities. There were four Duchies in Ruggia, the Duchy of Gdansk, the Duchy of Pomeralia (Pommerelen), the Duchy of Pomerania (Pomorza), the Duchy of Vidivaria (Widiwarland) which elected the King of Ruggia. The High Priest of Gdansk, who led the coronations and rituals of the Norse religion for that Province would break any tie among these nobles. The First choice which the Rugii had for King died wihtout any children during the Second War for the North. Ruggia was the first Kingdom which needed to choose a King from its people rather than the military lead

Ruggia was the first Kingdom which needed to choose a King from its people rather than the military leader who stood out the most, as existed in many of the Germanic Kingdoms. The son of the Duke of Gdansk was chosen to take this place, after the High Priest of Gdansk broke the tie between the forested Duchies of Pomerelia and Vidivaria and the urbanized areas of Pomerania and Gdansk. King Lechosław was elected and crowned King of Ruggia in 1221 (468 AD)
