The Neo-Insurrection was the official title of a large-scale human insurrectionist organization, and crime syndicate. The term also refers to the general civil movement and uprising of the crime syndicate, which had occurred during a time when the United Nations Space Command was occupied by the constant threat of Covenant attack. Although allegedly established upon the basis left behind by previous rebel groups as a whole (especially the Secessionist Union), the organization has been known to operate in a ochlocratic, mob-like manner.
